Capital Appropriations
The legislature decided to spend
$1.476 billion on capital projects in FY 2002. Here we look at
these capital appropriations in detail, including some debt service
that is separately reported in the summary of appropriations,
but excluding a few items reported in a special "statewide"
category—some non-debt fund capitalization, supplemental
appropriations, and new legislation. Most of this money came from
the federal government, but about $ .272 billion came from borrowing
through the sale of bonds. If we net out this borrowing, that
will be paid back in future years, as well as a few duplicated
appropriations, the net appropriation, or actual current year
draw on available revenues, was $1.162 billion.
We can look at where the money was
spent in several ways—by department, function, program,
fund source, target population, object, appropriation bill, etc.
Here first is a breakdown of capital
spending by department, also showing the funding source.

Spending
by department is not particularly useful in showing where the
money is really going. Here is a table showing capital expenditures
by program which is a little more informative, but since $366
million of capital spending is not identified with a program,
it doesn't give a complete picture.

The
largest individual projects identified in the next table
show that there are some very big projects indeed that take a
significant part of the capital budget. Most projects are for
new construction or repair and maintenance of existing facilities,
but some capital expenditures are for the purchase of equipment,
and some look like they could just as easily be in the operations
category.
